How to apply for an MIC Permit

Screen the project, complete the Investment Proposal form, brief the Proposal Assessment Team, then present at the Myanmar Investment Commission meeting.

This is the DICA path for an MIC Permit. An Endorsement uses a shorter form and often stops at the Commission Office rather than a full MIC meeting. Confirm you actually need a Permit on Permit vs Endorsement before you buy the proposal form.

Step 1 — Collect information from DICA

Speak to the investment desk (OSSC / DICA) and confirm the current checklist. If the company does not yet exist, incorporation on MyCO can run in parallel with the Permit file. Read the Myanmar Investment Law guide so the shareholding and land structure will survive restricted-list review.

Step 2 — Prepare the Investment Proposal

Purchase and complete the Investment Proposal form. Attach the documents in DICA’s checklist. A file we will actually lodge usually contains:

  • Company extract or draft constitution
  • Shareholder and director identification; overseas extracts for corporate shareholders
  • Business plan: capital, timeline, jobs, technology transfer
  • Proof of financial capacity
  • Draft land lease, map and land-record extracts
  • Ministry recommendation where the restricted list requires it
  • EIA, IEE or EMP if the project is environmentally sensitive
  • Machinery list if you will claim customs relief

Step 3 — Proposal Assessment Team (PAT)

DICA reviews completeness, then calls a PAT meeting. You brief the project and answer questions. If PAT asks for revisions, the 60-day assessment clock does not run against an incomplete file. Fix the land and environmental papers here — not at the MIC meeting.

Step 4 — MIC meeting

After PAT acceptance you present to the Myanmar Investment Commission. Under the Rules the Commission assesses a complete proposal within 60 days and, if it allows the investment, issues the Permit within 10 working days. A copy goes to the relevant Union ministries and the Region or State government.

Step 5 — Collect the order and comply

Diary the commercial-operation date that starts any tax holiday, register the land lease, and diarise progress reports and special conditions. Incentives can be withdrawn if the project is not carried out as approved.
